Learning & Development Project 2017-2018

Structure: Flexible deadlines based on reporting and development delivery in two stages.
This innovative consultancy project supports ATSILS’ Workforce Development Strategy through the review, design, delivery and evaluation of aligned Learning & Development initiatives at the organisational and team-level. Much of this project will inform our emerging Strategy. Our preference is for a Brisbane-based specialist, but interstate consultants are welcome to respond.
It is assumed that a broad range of consultancy activities will ensure the project’s success. This may include system review, surveying, data analysis, quality assessment of products, delivery analysis (given our multiple-site locations across Queensland), access hierarchy, and other practical outputs including selected product delivery for blended or online learning. The results of the first stage impact the outputs and activities of the second stage.
Reporting to a learning-dedicated CEO, the brief allows for a broad range of review, development and delivery options. We anticipate that by March 2018 you will have reviewed our current training system, then developed and designed selected learning solutions that meet our expanding needs. As one of Queensland’s largest legal industry workforces, you will contribute to a significant leadership initiative that is built on our service distinction, that of cultural competence.
You will be involved in creating blended learning material and contributing to our emerging Workforce Development Strategy. You will have opportunity to regularly monitor effectiveness and evaluate learning programs, if not also test with delivery staff across Queensland and online. Technical skills in product design (eg using Articulate Storyline or similar) will be highly valued by a busy Management Team looking for contemporary ways of escalating learning outcomes.
An awareness of, or experience in working with teams to increase employee goal-focus and managerial feedback communications will be a distinct advantage. Early signs show we have a high level of employee engagement and look to build on this for the years ahead.
May/June commencement 2017; completion end of March 2018.
To be considered for this role you will have:
• L&OD background with expertise in professional services industry, medium sized community or organisational development settings and ability to drive project outcomes in a consultative manner;
• You will have consulting projects well achieved in designing and delivering L & D initiatives end to end, and be efficient when dealing with providers and stakeholders;
• You will need to be innovative and focused, with solid technology skills.
Degree level qualifications or higher in you or your team members will be viewed favourably.

CONSULTANCY PROJECTS 2016
1. Employment Conditions Analysis Project 2016
Proposals due: Thursday 24 March 2016
Project close: Monday 16 May 2016
The purpose of the project is to investigate, analyse and report on the current employment conditions and contracts of ATSILS staff generally, and with respect to its 48 staff roles. A Report on ATSILS’ position in the industrial marketplace should be available to the CEO, Board of Directors and its Finance and Risk Committee in both draft form within 4 weeks and in final form within six weeks of commencement.
Staff surveying is not required in the short time-frame available, but a comparison of our conditions with specified industry sectors and Industrial Awards is required. After an examination of the benefits and disadvantages of developing a banded/graded salary system, a second arm of the project requires that the competencies, salary ranges and markers for such banding across an array of roles is required.
